RESILIENCE AND SOCIETY 

Given current conditions in which to achieve resilience for our urban and rural areas is imprecindible society participation to achieve the goals.

The resilience of a city is the ability of it to be exposed to a threat to resist, adapt and recover from its effects, timely and efficient manner , including the preservation and restoration of its basic structures and functions . Resilience dynamic concept is linked to growth and development. In this sense, resilience is a process rather than a response to adversity.

Our tendency should be to develop an intelligent cities. We all want to live in a city Smart. And one Smart city is resilient.

How? What is required is that urban planning, infrastructure, services and buildings are designed and implemented in order to be able to resist impacts, with an opportunity to respond , recover, molded and sustain continuous improvement of its elements.

If we stop and look at this , we realize that in this process, each step requires the participation of society as a whole. This means taking into account the company and participate in each stage of the process , which is no longer a passive and receptive at the moment of impact , but is integrated into the management process and resilience. With that appropriates their resilience , while promoting the development of it.

If we associate the resilience process right of access to information we maintain at any given time the community with real-time data, using this information technology.

You need to conceptualize resilient society as an element enjoying full citizenship rights, which is in the process or have already achieved their development, with obvious respect for the human right to water and clean environment .

The United Nations Organization , and has systematized a process to make a diagnosis of the resilience of a city 

The instruments through which society can access may be eg environmental education , as well as public consultations 

The public need be informed and express
